Code of Ethics

Companies, inspectors, operators, workers and any other person certified by the Inter-American Inspection & Certification Bureau (IAICB) subscribe to the following Code of Ethics and must comply with it in the course of their professional activity, as set out below:

As a Company, Inspector, Operator or Worker, as the case may be, certified under the IAICB organization, I will carry out my work taking care of personal integrity and professional competence, therefore, I commit to:

1. Comply with the pertinent provisions of the certification scheme and program.
2. Present declarations or publications related to the certification, only in relation to the scope for which the certification was granted.
3. Issue any type of technical opinion, report or certificate, supported by criteria and proven evidence that justify it, under the technical reference codes.
4. Not to use the certification in a way that discredits IAICB, not to make any statement or documentation related to the certification that they may consider misleading or unauthorized.
5. Act free from prejudice with respect to religion, ethnic origin, sex, age, nationality and disability.
6. Put the Safety and well-being of the workers linked to any work that is under my supervision, above any other work consideration.
7. Protect publicly owned, privately owned facilities and the environment.
8. Evaluate the conditions of the place if I have security problems related to the inspections that I am conducting.
9. Not to violate the regulations related to Safety, knowing the warnings or instructions established by the local authorities, the Client’s corporate rules, recognized safety standards or the equipment manufacturer.
10. Do not deliberately misrepresent or mislead others regarding my experience or abilities.
11. Not to falsify or misuse my certification card or the IAICB logo, which are the property of IAICB, and I understand that I have to return the card to IAICB immediately if required after an internal administrative process for acts contrary or prohibited with the code of ethics and commitments assumed with my professional performance before IAICB.
12. Maintain in the exercise of its activity an adequate action to protect the safety, health and public welfare;
13. Perform tasks only in those for which they have competence by virtue of their certification, training and experience and, when justified, request the participation of a specialist to complement the task;
14. Protect to the fullest extent possible in consideration of the public good, any information given in confidence by the employer or a colleague;
15. Indicate to the employer or the Supervisor any adverse consequence that may result from an action carried out over their decision of rejection or non-conformity of an element;
16. Be objective and realistic in any written report, record or inspection report and include all pertinent or relevant information in such documents;
17. Sign documentation only on the work carried out or supervised, or by equipment about which he had personal knowledge through direct technical control;
18. Strive to maintain personal capacity by updating technical knowledge and skills, as required for proper practice of the work to be performed;
19. Inform the employer or supervisor in a timely manner about any business relationship, interests or circumstances that may affect, in their opinion, the quality of their services;
20. Do not accept monetary or other compensation from more than one of the parties and for services in the same project, unless the circumstances are fully clarified and accepted by all interested parties or their representatives;
21. Not request or accept commissions from service or equipment providers for the performance of actions that may benefit them;
22. Be cautious with regard to interference in the line of relationship between Inspectors, Operators or Workers. When any discrepancy arises, notify the supervisor or some other responsible person about it.

COMMITMENT TO USE CERTIFICATES AND LOGO

I certify that I am aware of the requirements, provisions and scope of certification according to current regulations, National and International regulations, IAICB policies and codes of ethics through the authorized regional agency.

Therefore, I promise to:

• Do not use the certificate in a misleading or adulterated way,
• Do not use the IAICB logo outside of the certificate and the credential received.
• Do not use the certification in a way that discredits IAICB
• Do not make any statement or documentation related to the certification that it may consider misleading or unauthorized.
• Do not continue to use any declaration or documentation related to the certification that makes reference to the IAICB agency during the investigation process or suspension period and return any certificate and credential issued by the same agency, in case the certification is suspended or withdrawn (revoked) after the investigation process.

DISCIPLINARY POLICY

The IAICB Ethics and Discipline Committee is responsible for establishing and applying standards of conduct, such as ethical standards, policies and procedures for disciplinary action.

IAICB has established policies and procedures to deal with alleged violations of the Code of Ethics fairly and consistently. The complaint procedures are designed to ensure that only valid and applicable complaints are investigated and considered. These procedures also ensure that all parties involved in the complaint have the opportunity to document the circumstances that justify the complaint and to respond to the complaint.

The causes of expiration or revocation of the certification will include, but will not be limited to, the following:

• Certification period passed without renewal.
• Evidence of falsification of any information on any document presented by third parties duly supported by IAICB or its authorized agents.
• Evidence of non-compliance with IAICB Substance Abuse Policy.
• Proof of fault in an accident during the certification period.
• Evidence of non-compliance with health requirements.
• Evidence of non-compliance with the Code of Ethics.

SUBSTANCE ABUSE POLICY

It is IAICB Policy that Inspectors, Operators, Workers or any other person certified by IAICB will NOT use prescribed or over-the-counter substances that may impair their ability to carry out tasks effectively and safely. This includes illegal drugs, controlled substances. look-alike drugs, designer drugs, or any other substance that can have an effect on the human body of being a narcotic, depressant, stimulant, or hallucinogen.

An exception to this rule is that the Inspector, Operator, Worker or any other person may use such a substance or drug if it is prescribed by a licensed physician who is familiar with that person’s medical history and all assigned duties, and who has informed the employer of the prescribed substance will not adversely affect their ability to carry out all their activities safely.

Inspectors, Operators, Workers or any other person, certified by IAICB, must comply with the provisions of substance abuse tests recognized at the national level, depending on the country of application. It is a condition of the certification that IAICB certified security personnel attest to their compliance with this Substance Abuse Policy. Failure to comply with this rule automatically derogates a candidate’s certification status.

CERTIFICATION CARDS AND DIPLOMAS

Inspectors, Operators, Workers or any other person certified by IAICB will receive an identification card with digital photo, when they are certified for the first time and when the requirements for the renewal of the certification are met.

Replacement cards due to deterioration, change or loss of the original can be obtained at the IAICB office according to the procedure and the amount set by the same. They can, after issuance, keep only one certification card at a time.

No duplicates or copies of IAICB certification diplomas are issued, these documents are unique with the assigned numbering record. Only certificates of such diplomas issued and that appear in the database published by IAICB on its website will be delivered.

Las empresas, inspectores, operadores, trabajadores y cualquier otra persona certificados por Inter-American Inspection & Certification Bureau ( IAICB ) se suscriben al siguiente Código de Ética y deben cumplirlo en el curso de su actividad profesional, como se expone a continuación:

Como Empresa, Inspector, Operador o Trabajador, según sea el caso, certificados bajo la organización IAICB, realizaré mi trabajo cuidando la integridad personal y competencia profesional, por tanto, me comprometo a:

1. Cumplir con las disposiciones pertinentes del esquema y programa de certificación.
2. Presentar declaraciones o publicaciones relativas a la certificación, solo en relación con el alcance para que el que se otorgó la certificación.
3. Expedir cualquier tipo de opinión técnica, informe o certificado, apoyado sobre criterios y evidencias probadas que así lo justifiquen, bajo los códigos técnicos de referencia.
4. No utilizar la certificación de modo que desprestigie a IAICB, no realizar ninguna declaración o documentación relativa a la certificación que éstos puedan considerar engañosa o no autorizada.
5. Actuar libre de prejuicios con respecto a la religión, el origen étnico, sexo, edad, nacionalidad y discapacidad.
6. Poner la Seguridad y bienestar de los trabajadores vinculados a cualquier trabajo que este bajo mi supervisión, por encima de cualquier otra consideración de trabajo.
7. Proteger las instalaciones de propiedad pública, propiedad privada y el medio ambiente.
8. Evaluar las condiciones del lugar si tengo problemas de seguridad relacionados con las inspecciones que estoy realizando.
9. No violar los reglamentos relacionados con la Seguridad, conociendo las advertencias o instrucciones establecidas por las autoridades locales, reglas corporativas del Cliente, normas de seguridad reconocidas o del fabricante de equipos.
10. No tergiversar o engañar deliberadamente a los demás con respecto a mi experiencia o mis capacidades.
11. No falsificar o hacer mal uso de mi tarjeta de certificación o el logotipo de IAICB, los cuales son propiedad de IAICB, y yo entiendo que tengo que devolver la tarjeta a IAICB inmediatamente si así fuera requerido luego de un proceso interno administrativo por actos contrarios o prohibidos con el código de ética y compromisos asumidos con mi desempeño profesional ante
12. Mantener en el ejercicio de su actividad un accionar adecuado para proteger la seguridad, la salud y el bienestar público;
13. Realizar tareas sólo en aquello para lo cual tiene competencia en virtud de su certificación, entrenamiento y experiencia y, cuando se justifique, solicitar la participación de un especialista para complementar la tarea;
14. Proteger en toda la extensión posible en consideración con el bien público, cualquier información dada en confidencia por el empleador o un colega;
15. Indicar al empleador o al Supervisor cualquier consecuencia adversa que pueda resultar de una acción efectuada por encima de su decisión de rechazo o no conformidad de un elemento;
16. Ser objetivo y realista en cualquier informe escrito, registro o reporte de inspección e incluir toda la información pertinente o relevante en tales documentos;
17. Firmar documentación sólo sobre los trabajos realizados o supervisados, o por equipos sobre los cuales tuvo conocimiento personal a través de un control técnico directo;
18. Esforzarme por mantener la capacidad personal mediante la actualización de conocimientos técnicos y habilidades, como es requerido para la adecuada práctica de los trabajos a realizar;
19. Informar en forma oportuna al empleador o supervisor sobre cualquier vinculación comercial, intereses o circunstancias que puedan afectar, a su juicio, la calidad de sus servicios;
20. No aceptar compensación pecuniaria o de otro tipo más que de una de las partes y por servicios en un mismo proyecto, a menos que las circunstancias sean completamente esclarecidas y aceptadas por todas las partes interesadas o sus representantes;
21. No solicitar ni aceptar comisiones de los proveedores de servicios o equipos por la realización de acciones que puedan beneficiarlos;
22. Ser cauteloso con respecto a la interferencia en la línea de relación entre Inspectores, Operadores o Trabajadores. Cuando surgiera alguna discrepancia, advertir sobre la misma al supervisor o a alguna otra persona responsable.

COMPROMISO DE USO DE CERTIFICADOS Y LOGOTIPO

Hago constar que conozco los requisitos, disposiciones y alcance de la certificación según normativas vigentes, reglamentación Nacionales e Internacionales, las políticas y códigos de ética IAICB a través de la agencia regional autorizada.

Por lo tanto, me comprometo a:

• No utilizar el certificado en forma engañosa o adulterado,
• No utilizar el logo de IAICB fuera del certificado y la credencial recibida.
• No utilizar la certificación de modo que desprestigie a IAICB
• No realizar ninguna declaración o documentación relativa a la certificación que éste pueda considerar engañosa o no autorizada.
• No continuar utilizando declaración o documentación alguna relacionada con la certificación que haga referencia a la agencia IAICB durante el proceso de investigación o periodo de suspensión y devolver cualquier certificado y credencial emitidos por la misma agencia, en caso la certificación fuera suspendida o retirada (revocada) luego del proceso de investigación.

POLÍTICA DISCIPLINARIA

El Comité de Ética y Disciplina de IAICB, es responsable de establecer y aplicar las normas de conducta, tales como las normas éticas, las políticas y procedimientos de acción disciplinaria.

IAICB ha establecido políticas y procedimientos para tratar las supuestas violaciones del Código de Ética de manera justa y consistente. Los procedimientos de denuncia se han diseñado para garantizar que sólo las quejas válidas y aplicables sean investigadas y consideradas. Estos procedimientos también aseguran que todas las partes involucradas en la queja tienen la oportunidad de documentar las circunstancias que justifiquen la denuncia y para responder a la queja.

Las causales de caducidad o revocación de la certificación se incluirán, pero no estarán limitadas a, lo siguiente:

• Período de certificación superado sin renovación.
• La evidencia de la falsificación de cualquier información sobre cualquier documento presentado por terceros debidamente sustentados a IAICB o sus agentes autorizados.
• La evidencia de incumplimiento de la Política de Abuso de Sustancias de IAICB.
• Las pruebas de culpabilidad en un accidente durante el período de certificación.
• La evidencia de la falta de cumplimiento de los requisitos de salud.
• La evidencia de la falta de cumplimiento del Código de Ética.

POLÍTICA DE ABUSO DE SUSTANCIAS

Es Política de IAICB, que los Inspectores, Operadores, Trabajadores o cualquier otra persona certificada por IAICB NO utilizarán sustancias prescritas o de venta libre que puedan menoscabar su capacidad para llevar a cabo con eficacia y seguridad las tareas. Esto incluye drogas ilegales, sustancias controladas. las drogas de aspecto similar, las drogas de diseño, o cualquier otra sustancia que pueda tener un efecto en el cuerpo humano de ser un narcótico, depresivo, estimulante o alucinógeno.

Una excepción a esta regla es que el Inspector, Operador, Trabajador o cualquier otra persona pueda usar una sustancia o fármaco tal si es prescrito por un médico con licencia que esté familiarizado con el historial médico de dicha persona y todas las tareas asignadas, y que ha informado al empleador de la sustancia prescrita no afectarán adversamente la capacidad de los mismos, para llevar a cabo todas sus actividades con seguridad.

Inspectores, Operadores, Trabajadores o cualquier otra persona, certificados por IAICB, deberán cumplir con las disposiciones de pruebas de abuso de sustancias reconocidas a nivel nacional, según el país de aplicación. Es una condición de la certificación de que el personal de seguridad certificado por IAICB, den fe de su conformidad con esta Política de Abuso de Sustancias. El incumplimiento de esta norma deroga automáticamente el estado de certificación de un candidato.

TARJETAS Y DIPLOMAS DE CERTIFICACIÓN

Inspectores, Operadores, Trabajadores o cualquier otra persona certificados por IAICB recibirán una tarjeta de identificación con foto digital, cuando se certifican por primera vez y cuando se cumplan los requisitos para la renovación de la certificación.

Las tarjetas de reemplazo por deterioro, cambio o extravío de la original, pueden obtenerse en la oficina de IAICB de acuerdo al procedimiento y al monto que se fije la misma. Pueden, luego de la emisión, mantener una sola tarjeta de certificación a la vez.

No se emiten duplicados o copias de los diplomas de certificación de IAICB, estos documentos son únicos con el registro de numeración asignado. Solo se entregarán constancias de tales diplomas emitidos y que figuran en la base de datos publicada por IAICB en su página Web.
